Well, the problem is much more complicated than I read the whole thing.
For the first part, 4V @ 48V vs. 12V @ 16A, all things being equal, the higher voltage / lower current better because of reduced I / R losses in the wiring. Controller, etc.. But for all the question, I know there are many variables AF.
